October 10th 2024 ITPA NCC Luncheon - Speaker: Mr. Wendell (Dell) Foster, Jr., Executive Director, JFHQ-DODIN

Mr. Wendell “Dell” Foster serves as the Executive Director, Joint Force Headquarters Department of Defense Information Network (JFHQ-DODIN), United States Cyber Command. He is responsible for providing advice and recommendations to the Commander in executing global command & control of DODIN & defensive cyberspace operations, as well as, synchronizing these efforts with Combatant Commands, Service Cyber Components, and all DoD Agencies & Field Activities. Mr. Foster’s responsibilities also include strategic engagement, resource management & capability development. Prior to joining JFHQ-DODIN, Mr. Foster served with Marine Forces Cyber Command. He was the Director for Advanced Capabilities Directorate (J/G9). In this role, he managed the end-to-end requirements, resourcing, procurement and capabilities development processes for Marine Forces Cyber Command & JFHQ-C (Marines). Mr. Foster also served as Deputy Chief for the Global Operations Division (J3F), U.S. Cyber Command. In this position, he provided daily operational leadership and direction to the division charged with developing plans and orders for the Defend the Nation & Support to Combatant Command mission areas. Prior to retiring from the U.S. Marine Corps, Mr. Foster served as a commissioned officer for 1st Radio Battalion, 11th Marine Expeditionary Unit (MEU), the Marine Cryptologic Support Battalion (MCSB), & the Joint Special Operations Command. During his military career, Mr. Foster executed multiple combat deployments to Afghanistan, Iraq, and North Africa.
